The complaint states that “Black bears occur throughout the Park and represent a significant wildlife component of its ecosystem.” Hunting is not permitted within the Park.
The Lacey Act was initially passed in 1900 and forbids the wildlife trade that has been forcibly taken or moved.
Residents of Alaska must apply for a variety of licenses, permits, and tags to legally hunt bears. Outside-the-state hunters “must be accompanied in the field by an Alaska-licensed guide or a resident relative within second-degree of kindred,” according to the Alaska Department of Fish and Game.
A black bear was unlawfully killed in Alaska in 2012 by far-right rocker Ted Nugent, who later aired the video on his television program, Spirit of the Wild. Nugent was sentenced to two years of probation, agreed to participate in the production of a PSA advocating ethical hunting, paid a $10,000 fine, and made a one-year commitment not to hunt or fish on any U.S. Forest Service grounds.

The bear was later stuffed by a taxidermist, and Anthony had it shipped to his home in Maine.

Both of the misdemeanor counts against Anthony and his production firm carry a maximum fine of $200,000 and a maximum sentence of one year in jail.
