The Roosevelt Island Operating Organization (RIOC) is a public-benefit organization based in New York State that is in charge of developing Roosevelt Island, a small island in the East River that is part of the New York City borough of Manhattan.

A five-member board of directors governs RIOC. President and CEO Shelton J. Haynes, who reports to the board, leads the company’s executive staff. It had operational expenses of $26.09 million in 2017 with a staff of 175 persons.

The State of New York established the Roosevelt Island Operating Corporation (RIOC) in 1984 as a public benefit corporation with the aim of planning, designing, developing, operating, and maintaining Roosevelt Island. RIOC is committed to providing services that improve the island’s residential community by focusing on innovative and ecologically responsible solutions.

The RIOC is in charge of the island’s roads, parks, buildings, sports complex, and public transportation, which includes the famed aerial tramway. In addition, RIOC has a Public Safety Department that works to keep residents, employees, business owners, and visitors safe and secure.

On Sunday, September 15, 2019, the Yonkers Police Department filed charges in a wrong-way driver accident involving Akeem Jamal.

What they ate and/or drank is unknown, and this report makes no assumptions or speculations about it.

A Yonkers municipal communication employee accused of drunken driving in a wrong-way incident is now facing a civil complaint from the other driver, who accuses him of causing serious injuries. 

In a complaint filed last month, Lawrence Patton of Wappingers Falls accused Akeem Jamal of suffering significant injury and financial loss. 

According to the complaint, Patton suffered permanent injuries as a result of the incident that will necessitate ongoing medical care. He is also unable to “perform his usual and customary daily activities for a longer period of time.” The court brief did not go into depth about his injuries, while the initial police report stated that he had head and leg injuries.

According to the complaint, Patton is seeking a judgment from Jamal and another defendant who reportedly owns the vehicle that Jamal was driving at the time of the crash. 

Jamal, 22, is accused of driving a 2017 BMW while intoxicated in the wrong lane of traffic on Central Park Avenue in Yonkers for more than a mile at 4:47 a.m. Sept. 15 and colliding with the 53-year-old Wappingers Falls resident’s 2003 Chevrolet Trailblazer, according to police.

According to the allegation, the Yonkers deputy communication director refused to respect traffic signals and drove at an excessive speed. 

The crash left Jamal with non-life-threatening head and body injuries. He was later charged with many counts, including DUI, reckless endangerment, and third-degree assault.  

Despite the criminal allegations, Jamal continues to work for the city. Mayor Mike Spano is aware of Jamal’s criminal accusations.

Spano hired Jamal as Yonkers’ assistant communication director this summer. Since January 2015, he has been a member of the mayor’s administration.

Akeem Jamal RIOC had obviously met his Yonkers Middle School classmates at do.  Approximately a dozen pals. He was drinking and buying drinks for his companions. As the hours passed, he announced his intention to leave. His friends pleaded with him not to drive home and instead to take an Uber. Akeem Jamal RIOC refused to listen, no matter how many times they begged him. In fact, it was some of Akeem Jamal RIOC’s schoolmates who called the YPD to report that he was driving in the wrong lane, against traffic on Central Avenue.

Akeem Jamal RIOC left in his 2017 Beemer around 4:30 a.m. on September 16, 2019. Akeem Jamal RIOC drove from Do to Central Park Avenue in an easterly direction. When he arrived at the intersection, Akeem Jamal RIOC took an instant left into Central Park Avenue.

Akeem Jamal RIOC had driven to the opposite side of the split Central Avenue that was one traffic signal further east and then turned left, which would have placed him on Central Park Avenue heading north on the correct side of Central Avenue designated for those traveling in a northerly direction and thus being correctly positioned on the road so designated.

Yet Akeem Jamal RIOC did not. And so Akeem Jamal RIOC was traveling northbound from the Yonkers Avenue / Central Park Avenue intersection for approximately 2 miles north when he neared the juncture of Palmer Road. During this 2-mile-long journey, despite the wee hour, three calls, that Yonkers Tribune is aware of were received by the Yonkers Police Department advising of a vehicle “traveling on the wrong side of Central Park Avenue,” which is against traffic.

Central Park Avenue was barely one car/bus wide for practically the whole duration Akeem Jamal RIOC drove. Other than a separating line between the sides of the road designated for traffic north and south as one approaches Palmer Road, the road widens on Central Park Avenue as one approaches Palmer Road. Akeem Jamal RIOC struck a vehicle yards from the former Dick Gidron Cadillac car store as he approached Palmer Road, even though he was on the side allocated for heading south. According to YPD, the head-on collision occurred at 4:47 a.m. on Sunday. 

The driver of the 2003 Chevrolet Trailblazer was a 53-year-old male from Wappinger Falls, New York. Akeem H. Jamal, 23, was the BMW driver. Empress Ambulance EMS paramedics extracted both guys from the wreckage of their respective automobiles. According to the YPD, the Trailblazer driver’s injuries were not life-threatening, however, Akeem Jamal RIOC experienced significant internal bleeding and was placed in a coma at Westchester County Medical Center’s Intensive Care Unit (ICU). The man from Wappinger Falls, in fact, had a broken leg. He has already hired legal counsel and intends to sue the City of Yonkers.

Mr. Abdul Jamal, Akeem Jamal RIOC’s father and a member of the Yonkers Board of Education Trustees, is also a major supporter of Mayor Mike Spano. Mr. Abdul Jamal pleaded with Mayor Spano to keep his son Akeem’s job at Yonkers City Hall. According to sources, Mayor Spano told the father that he had personally warned Akeem Jamal RIOC about his excessive drinking and driving issues and that this accident was one with which he could no longer connect himself.

Akeem Jamal RIOC sustained significant internal bleeding, and broken bones, and was placed in a coma at Westchester County Medical Center’s Intensive Care Unit (ICU). 

Akeem Jamal RIOC is claimed to have suffered a hip fracture and other shattered bones, as well as brain bleeding. According to some estimates, his recuperation and rehabilitation could take up to a year.

The Yonkers Tribune called the Westchester County District Attorney’s Office on Tuesday, September 17, 2019, with the intention of speaking with Westchester County District Attorney’s Public Integrity Office O’Rouke to learn whether the Westchester County District Attorney’s office was conducting an investigation into the incident described herein. The Yonkers Tribune was eager to understand whether or not an investigation into this occurrence had been launched. 

The reason for conducting such an investigation is that the City of Yonkers is required to conduct an investigation into such an accident.

This is a customary procedure, especially when a Yonkers Mayor’s Staff member is involved. It is prudent to have an outside agency conduct such an inquiry, such as the Westchester County District Attorney’s Office, to dispel any pretense or inference of impropriety or conflict of interest by any and all means. It should also be noted that in such an accident, a blood sample is taken at the hospital to determine what caused some type of “impairment” for someone to drive 2 miles against traffic. After all, Akeem Jamal RIOC is the Mayor’s, Deputy Communications Director.

According to our information, Akeem Jamal is the first replacement. But it’s mysterious because he doesn’t match the RIOC’s publicly declared qualifications. Many others do as well.

Jamal, on the other hand, has a distinct edge because anyone who can string together three words without grammar or punctuation issues is a significant step forward at RIOC.

  • A Bachelor’s degree from an accredited college or university in English, Journalism, Communications, Public Relations, Marketing, or a related field is preferred; five (5) or more years of experience (academic and/or professional) with design software, such as Illustrator, InDesign, Photoshop, Dreamweaver, and others is required. Experience in photography and picture editing software. A working knowledge of WordPress and content management systems is preferred.
  • A four-year high school diploma or its educational equivalent authorized by a state’s Department of Education or a recognized accrediting agency, as well as ten (10) years of satisfactory full-time experience.
  • A suitable combination of education and/or experience, equating to “1” or “2” above. Graduate study in communications, public relations, journalism, or other similar subjects may be substituted for up to one (1) year of needed experience, with thirty (30) credits equaling one (1) year of experience. One (1) year of needed experience can be substituted for graduation from an authorized school. All candidates, however, must have at least seven (7+) years of experience, as mentioned above.
